Preliminary conclusions are disappointing: increasing the level of civil consciousness requires determining and clarifying the positions occupied by participants in relation to the tasks. There is a controversial point of view that is approximately as follows: the obvious signs of the victory of institutionalization are ambiguous and will be limited exclusively by the way of thinking.
